Instructions

  1. In a bowl, mix flour, water, and salt to form a dough.
  2. Knead the dough for 5 minutes and let it rest for 30 minutes.
  3. In a separate bowl, combine ground meat, green onions, soy sauce, ginger, garlic, and sesame oil.
  4. Divide the dough into small pieces and roll each into a circle.
